The problem is that Yam may report when no one competent in the technology of a question or motivated enough to take a look at it is present. The solution might be to consider the requester to be at least proficient enough in the technology to assert if the question is back on-topic, and thus to ping him/her to attract his/her attention.

@PraveenKumar respectfully, I did not see the post, it is deleted. But you are a high rep user and well aware if a question is on topic. The last time I was tempted to answer a dupe I was chastised and I had to accept it. Like wise. Just resist that urge and vote accordingly and help us all to focus on the good content here, that sometimes takes longer to answer, as it takes more thought, research and effort.
