That's a perfect world scenario, and general guidance on the matter. Of course everything should be evaluated on a case by case basis, and sometimes you just can't fix things.

Less than 6 downvotes means it did not receive 6 spam flags, which is the minimum for auto-deletion. That means that either a moderator reviewed the spam flag and marked it helpful, or a moderator flagged it as spam which is an instant spam delete. IIRC, if a mod reviews a spam flag and marks it helpful, it is their name in the deleted by field instead of community.
