the only possible conditional that prevents a closed question from being deleted is a positive score on any Q or As or the checkmark...
the only one that isn't easily fixable is the checkmark and I'm planning to fix that
 
It gets tiring trying to rally delete voters. Sometimes I think it would be a good idea to just go to meta with a list like yours and plop it there. Each major tag, once a month, 100 questions.
 
@Braiam Right. Imagine a closed question with -3 and an accepted answer with +1 that's been around for 3 years with 120 views. I need to spend 1 delete vote to get rid of that garbage.
@Drew It would be nice, everyone would participate. But I doubt the community in general wants to do that. Especially since we don't all share the same values concerning some of these questions.
 
The beauty is that you only have to pick up one or two per question.
I have my scanner bot thing that would scan the current vote counts. Updates to the list would be easy.

@Tushar I disagree. A question can be unclear, lacking details necessary, and still be too broad. Exhibit A: Johnny asks 'fix mah assignment thx' and dumps a bunch of code. It's too broad, off topic, and unclear, lacking detail, being a code request, and having no MCVE.

There's a notorious person who's editing out more or less on his own, all 6.5k questions. We already pointed out to him that going solo rogue isn't the way to go in burminating tags, but that hasn't helped. What can I do in this case, and should I do anything?

I noticed this more then once now
I flag serial voting that didn't / only partially got reversed, the flag is marked helpful sometime later and the user still has all of the rep.
