@Deduplicator You can get the delete votes from the API regardless of rep, I wrote a custom tag review script where I can search for questions based on close votes or delete votes.

You can let people know how accepting works, and that they can accept the answer that they think is the best, but it is not constructive to tell users to accept your answer.
