Thank you for answering and contributing to $SITENAME$, however please take a second look at the question, for it seems to be off-topic according to the [help/on-topic]. Answering off-topic question make it look like it's okay to ask such questions - it's not. Off-topic questions might get closed and then deleted, which would nullify your contribution!

If you answer them, you specifically reinforce the belief that StackOverflow is there to answer those questions. It is not. Please don't answer those questions, even if you know "the" answer (there is no correct answer). You can open the flag dialog on the question and see the close reason in full under the **off-topic** category. Also, don't even answer them in comments.

Alright, maybe someone can answer this question: What should be done if you've custom flagged someone for submitting bad edits, they "take a break" (for some non-public reason), and then they continue after their short break with the exact same stuff

Part of the reason why I haven't re-flagged is because I have no idea if that's acceptable or if I should treat the first flag as "situation handled, ignore it in the future"
 
@KevinBrown I personally see no problem in re-flagging if your earlier flag was considered helpful
as long as it doesn't come down to stalking a specific user and find or scrutinize every single action the user takes
