so here's the main issue, (for example) CE.Net is goign to look for it's nuget packages "one folder up and in 'packages'", but that does not exist

So I'll just move the modules down a level.

you can, but i think you will run into the same issue

because the csproj file is not at the root of the submodule

so when it goes one level up it looks in it's own packages folder. because you are not using its own solution file, the packages won't appear there

you could modify the project files, but then you are making dirty changes to submodules

nope

I've only ever used git.

svn externals is a lot like git submodules. essentially you say "I would like this folder from this repository placed exactly here"

at a particular revision

but you only get a particular folder, rather than everything

(and my main computer is on)
