@TyreeBrown get any book, it would be ok for a quick start but don't take everything it says as always correct. many books are outdated and too simplified. then google for getting updated infos and more details.

I have a pretty strong foundation of php, css, and html. Although I'm hearing I should learn JavaScript and ruby, them being highly favored. I was also just told to not mess with php.

Definitely learn javascript, it is very useful. Make sure you learn the basics of javascript before you touch any javascript library. Lots of people bag on php but its actually a decent language. However if you did want to learn a new technology I would recommend node.
