Why would it encourage serial voting? It's equivalent to "the downvoter gains 2 rep whenever they downvote, unless the owner of the post being downvoted has less than 3 rep"

Essentially, the version with 12 will be evergreen if you use it somewhere - it will always link to the 12th election, whereas the version without the election number will always default to the most recent election.
