The problem with primarily opinion based questions is that they by definition can't be easily be answered objectively. That makes them not good for this format, as everyone is likely to have a slightly different opinion.

It's happened like... once... and that was because the mod was looking to step down but also didn't want to leave if no one else wanted to run. But that's not generally a problem on SO.

I think the Convention badge requirement is to ensure some familiarity with the Meta site. That would seem quite important for a moderator.
