Hi Jakob, welcome to SO. This site isn't the right place for this kind of question. SO is primarily for debugging existing coding issues. Questions as broad as yours will be closed as off-topic. Having said that, I can empathise with what it is like not knowing where to start. It is difficult to advise you regarding where to start as there are some fundamental principles that you will need to learn and understand first. @RyanM I voted to reopen. I read through the question a few times but I can't even see anything about seeking resources. Or similar. In simple terms, it has some data, wants to calculate something. And works with geo data, so the thing it needs to calculate is within some radius. All of this seems on topic to me.
There is no question in this post. The title has a question, but it's not clear/specific. (But don't put something only in the title.) PS Ask 1 specific researched non-duplicate question re the 1st place you are stuck. Don't dump a specification of your overall goal. Clearly here there are relevant sub-goals & they are likely faqs. Although there is no specific specification that you have asked for a program for here. Debugging questions require a minimal reproducible example; from the point of view that you are debugging the empty program (mine) give a minimal reproducible example for the input & output at least.
