When scrolling through my Meta profile, I noticed something off about the tags, some had score 10 instead of 12! I understand there is a score tag delay, but how come dicussion updated first before the other tags? I only had one answer: Is this a bug?

Some tags are "waste" ,that questions are not about programming/software developing. We need to delete it. But next, those tags will appear again. We need to burninate those (by flagging and checking by moderators) If this questions has problems, add comment(NOT answer) about it.

In stack overflow, one of my Questions Reputation showing -2 with red mark. Is that any problem? If then, how can I re-format my question? Example links are attached below--
