I don't think they'll release it. Mostly because I feel like Twitter gets handled more on a case to case, and personal basis. Rather than to a policy. Stack Exchange Inc may have made the site, but the community (and the contributions they have provided) made the site what it is today. You can't have the site that we have today without all of those people along the way that made it what it is. Realistically, if they want a different community, they should create a new site to that effect and leave this one how it is. Instead they're trying to completely change their product into an entirely different product, meanwhile losing everything that made the existing site good and all of the knowledge of all those people who keep this site running that will inevitably leave.
