@ParkingMaster The language standard is developed by ECMA. Hence why the standard is called ECMAScript. ECMA do a lot of standards, the specific group that deals with ECMAScript is called TC39 (apparently the groups just have numbers). For the runtime itself, Mozilla have a JS engine, as does Google. Microsoft and Opera used to also make their own engines but stopped in favour of the Google implementation.
There are other implementation outside of browser ones like Rhino in Java or Adobe's in Photoshop.
Let's not forget Node :D
Which uses V8 which is the Google implementation.
