Windows laptop
 ethernet -> router (no internet) -> some random ethernet wire (basically, it acts like an access point)
 WiFi -> mobile hotspot -> Android phone
                              mobile data -> local ISP
                              mobile hotspot -> provides

 ngrok -> tunnel router dashboard -> works!
