why can't packages label themselves as dev only?

it's not their place

Why should the package author have authority over how you use it?

i think you should be able to add dev: true to package.json to have npm/yarn add it to devDependencies by default

you can obv specify non dev if you don't want it to be dev, but 90% of the time the package maintainer will know what you probably want

and i keep forgetting --dev
