a company we use RTI claims to be open source but if you want the source code for prior versions of the software have to pay to get it

It needs to be available, and it needs to be possible to modify and redistribute it in order to count as open source.

Not that I think Wordpress is a great software, but I like their model; the software is free, but they have paid services to host it among other features.
