RPM can check all the files, make sure they exist, have the right perms, all that
it's super nice
plus it means puppet can handle updates correctly
 
I think it is only good for largescale projects (gitlab does that, quite well)
 
But my question is slightly different, it's very tiresome download needed libraries for different website, creating the folder structure and etc at every turn. Maybe there is solution, that do it automatically.
