In a try-catch-finally block, can we check if the catch part ran in the finally part? If so, how?

In different books there are two versions of proving it. At the one version they prove that f(x1, ... , xn) <= A(u, max(x1, ... , xn)) and at an other version they prove that f(x1, ..., xn) <= A(u, x1+ ... +xn), where f(x1, ... , xn) is any primitive recursive function. Isn't this correct? But which of them is the original proof? @KendallFrey
