My very simple project is several thousand lines (with DRY Angular code), so I can't imagine what could be smaller and not make use of a framework.
No framework = no templating system, no routing, no architectural system (DI,encapsulation,etc), no testing, module system

I don't really get this kind of discussions, probably never will. A framework, in its very core, is just a bundle of methods, algorithms and best-practice (at that point) stuff, probably alongside guidelines of developing and method of approaches. As it has been said before here, without a Framework everybody would find himself creating exactly this stuff for himself earlier or later.

well i look at frameworks this way: if you write a framework and its working fine and doing what it should.. you have achieved something and dont need 3rd party code.. but. what if there are behaviors you did not think about yet? thats what big frameworks benefit from.. an issue tracker used by lots of people to not only fix bugs but also to increase stability, usability and speed. one person can never be as successfull as many sharing their knowledge

the only valid argument for using or not using an existing framework/toolkit is, you can never really utilize the whole thing entirely (since you didn't write it yourself). If you write your own toolkit/helpers/approaches (basically a framework) you know exactly and at all times whats going on, whats possible and if it isn't possible, make it possible
 
@jAndy I feel that, at least for PHP, there's not a single "good" framework.
Because they all try to be wall-to-wall frameworks, and that never works.

The only one that comes close is Symfony with the ability to take independant modules,
