there is not need in eval in this concrete example, but it is concept of how will things be done: there i descibe that selector will be parsed and compiled in algoritm consisted of calling of such functions as getElementById. i compile selector into javascript code which will be called every time selector executes
 
instead of using eval, you could have used
derp[selector] = function(){ return document.getElementById(selector2) }
 
but if i get for example "ul .content > #div " as input paramter
 
Well, then you can use querySelector
but using a function around it, even cached, won't make it faster
