Q: Long load times on web site

On a website that I have set up a page load takes a long time. Up to 3 or 4 seconds of waiting for a 100 byte file. I have seen this in the developer tools on Google Chrome. Does anybody know if this is server issue or DNS or other? I can load all other sites with no such delays.
