What version of qiskit are you running? I know you said you have the most recent verison, but looking at this line in the stacktrace these_qubits = sorted(nd.qargs), this looks like it is from an older version of qiskit. When I look at the code in this file for the newest release, it says these_qubits = set(nd.qargs). The newest release version of qiskit is 0.12.0. Granted, I tried your code in v0.12.0 with my own basic circuit and it worked. Maybe there is something happening with how the circuit is constructed? — Matthew Stypulkoski 24 mins ago

Apparently I had version 0.10.5. To get 0.12.0, I needed to 'pip uninstall' qiskit and then 'pip install' it again. My code works now, thanks! — Kesha H. 3 mins ago
