I think I got it now, although I thought I had it 10 other times, but my logic was off. If X is greater than Z, you have a problem, because assuming Eve is sniffing data protected by traditional crypto on Day 0, she'll have access to that data in a maximum of Z years before X timing out gets rid of the risk. You need to begin your PQC project more than X years (let's call it Py) to protect against the early advantage of Z. So if X > Z, and X > Y then: Py = X + the smaller of Y or X - Z. If X > Z and Y > X, then Py = X plus the larger of Y - X or Y -Z. — Roger A. Grimes 24 mins ago
