SO elections aren't yearly
Also, the past two elections didn't have any additional call ups for the 3rd 4th and 5th candidates.

Can you gimme the UTC timestamp at that time?
 
@BhargavRao It appears to be six days minus one hour after the beginning of the election, which was 2017-07-17 20:00:00Z, so it would be the hour leading up to 2017-07-23 19:00:00Z, IIUC.

Yeah, there seems to be some issue with the badges not being awarded. Tumbleweed was a bit irregular at that time stackoverflow.com/help/badges/63?page=1440

@BH7 Not always true. There are some teens who are excellent mods on several SE sites, including here.

Most the people on the vote list seem very good, this is why it is making it hard to choose.
Maybe working of the rep is the way to go. the young gun would be first

After a point there really is no correlation between reputation and aptitude for moderation

@PeterHaddad nominate comes from the Latin nominare which just means "to name", so when nominating someone you are simply naming them for a position, title, or office. You can name yourself.

When thinking how to allocate my time on SO, watching the newest Meta questions somehow rarely makes it to the top. That part of SO seems to be under control fairly well anyways.
Stuff that needs closing and deleting or flagging seems more pressing.
I do keep myself up to date by reading the more popular ones, though.

The difficulty of becoming a moderator comes with the territory of a democratic election, especially much easier it is to just look for the most years and highest candidate score. For example ArtOfCode always seems to get fewer votes than I would expect, due to a low numerical rep in contrast with his high "soft" rep with those who interact with him. I myself would have skimmed right over if I didn't recognize his name just because it takes a significant investment to read all the surveys.
I don't particularly like that, but I'm not sure of a way to increase what's essentially the S/R ratio of voting without turning elections into an echo chamber.
