Qualified is only half the equation. Also need to be someone you believe will do the job in the manner you believe it ought to be done.
Given equal scores you and I still might select different candidates based on other traits they have exhibited.
You and I might have a different vision for the site, and will select the candidate that most closely matches that personally held vision.
 
I don't think there are people who make it through the primaries who don't meet the baseline for "qualified"
 
There has been debate about that, though usually with an eye to rep or tenure more than any other attribute. I think that's a bit narrow of mind, yet they can select whom they will, for whatever reasons they hold.

I think one of the hurdles to that suggestion is When do you tell the newbie to move to the non-newbie site?

I have a lot of respect for @Undo and @ArtOfCode. They do a lot of good on the site. There's a lot of others I could include in that list.
 
It, apparently, didn't work, but the idea of mentoring was a good one.

I stand by my stance that most of the votes belong to non-meta users who just stumble upon the voting page when they see a notification, and vote half based on score and PR blurb, half random
you can't even be sure that the same people will vote the same way in the primaries vs proper, and also there are no downvotes in proper. Was there also a gap with upvotes only?

Looking at the elections, frequently people will be elected on the second time they run. This election there's 9 nominees who have run before. So it then will leave a lot of people who - if they want to run again - will be in their 3rd election. I'm not sure running more than twice yields so much success (historically).
