the only reason there isn't just a european parliament and a president instead of 3 chambers is that some countries refused (ahem UK, Germany) to let that chamber be elected by every citizien in the EU and give it legislative powers.

there's 3 bodies with the inherent bureaucracy because contries want to still be sovereign on stuff where they shouldn't, given their behaviour.

"we still want our coin", "deal, we'll make a chamber just for those that use the Euro that handles economy stuff"
