For example, I sent a packet to the server, it received it and ignored it. That means it is "reachable"

You need to ping it or something
Reachability is really not as useful as you think. Basically it tells you whether or not you are connected to the Internet, or a local network in the case of local addresses.
Even with bogus IP addresses reachability will tell you "YES I CAN DO IT"
I'd say just use AFNetworking and forget about all this nonsense
But anyway, I did solve your question. It doesn't always return NO anymore ;)
The easiest way is to send a certain message over you port and return true if it is received by the program listening to that port

So it turned out my 3D math gem didn't compile using GCC which meant it broke on Linux
