Google is notifying my users that These apps or services have extensive access to your personal information and their developers' information hasn't been verified by Google. Is it a must I pay that $25 for play console registration before I can be verified?

Folks, I need a quick or crash course how to change the font size of some buttons using CSS-like style? I want to create my own numeric keypad. I don't want to set font size for each button but via a style applied to all buttons. Is it possible? Please let me know how to do so?
