hello, java cannot have the outmost static class?
public static class Outside {
    public static int a = 10;

    public static class Inside {
        public int b = 20;
    }
}
It does not allow. There is a red underline for Outside.
because it makes no sense
static classes are just normal classes
nested classes are something special though
a nested static class is the same as a top-level class
a nested non-static class is a class that falls under the scope of the outer class' instance

C# is much easier.
one rule: do not use nested classes
nested classes in Java is a very weird feature
probably not necessary for 99.99% of all projects

otoh, C# ui libraries aren't much better
you could probably do the event handling in android perfectly fine without nested classes though
perhaps it is better to use anonymous classes

as for utility classes (classes that you cannot make instances of, like static classes in C#), perhaps you should use @UtilityClass
and add Lombok by default
if you come from C#, lombok is your friend
