@Cerbrus Look, bottom line is: yes, he can. SE has never claimed to be a democracy, just a particularly liberal dictatorship which chooses to give its constituents a hole lot of voice and freedom of expression. The question is not whether Joel has the right to do what he did (of course he does, this is his joint, after all) but whether we feel we don't want it and, if so, how we can convince Joel of that. He has no obligation to heed us though.

I, for one, don't feel like the site I use daily to share programming assistance should have to take any stand at all. I don't see how a single country's policies have any impact on the site's daily use for me one way or the other, unless his policies suddenly cause the site to close completely or create a complete vacuum of users, which I doubt could be done

@Tunaki yes we do. It's part of the mandate. If a mod has a strong opinion on whether something should be either closed or opened, the mod should and does cast a binding vote. That's why mod votes are binding, after all. Most mods just tend to keep that to a minimum because it tends to lead to vocal complaints.
Now, out of 22 reopenings, mods (diamonds, of all stripes, employees or mods) were involved in 15. However, of those, only 4 were solo actions by the mod involved and 4 were cases of the mod casting the 5th vote which carries as much weight as any regular user's.

Comments contain a crapload of constructive, helpful information.
As did a lot of the deleted comments.

@terdon every constructive action or opinion opposing the question has been silenced to this point. The only thing allowed to remain is stuff that makes the opposition look bad. That's totally fair.
