Why would a "downvote" be cast for this Answer? The Answer is Yes. Do you really need a reason why?
@Daedalus If you are looking for a well crafted response detailing the technical rubs, continue Waiting. Corporations create advertisements to sell things. For profit.
@Daedalus The fact that you believe you need a reason, have asked for a reason, and you have received no detailed response containing a reason for over two weeks, while the process you believe you need a reason for continues, should provide you with adequate reason. Your need for a reason is not equal to the need to advertise to you.
 
Please see @Adam Lear's comment above - we are working diligently on this. Some of our clients use ad monitoring products, which is ad industry standard, that allow them to (but not limited to): make sure ads are served in the correct geolocation, make sure the ad is actually view-able on the page, the ad is seen by a human rather than a bot, and/or the ad is surrounded by safe content. While there is no malicious intent, we are actively discussing this with the client and monitoring company. However, these things take time and we appreciate your patience in this matter.
 
Do believe @AdamLear is sincere in their efforts to convey a reason and provide an Answer, or The Answer, which users are apparently patiently waiting on. From perspective here, just wanted to be aware of the ultimate source and responsibility for the advertising, and "monitoring company" campaigns; if they are derived from SO/this site. That has been confirmed, SO is ultimately responsible for the scripts. From vantage, here, the why-fors, hows, prospective changes, reasons are another matter.

@guest271314 - the company is Integral Ad Science - not trying to be secretive, but there are others in this business as well.
 
@DannyMiller What is the issue with just saying "Yes, we monitor users. Yes, we advertise to users."? Apparently a user saying it to other users, for example, at this post, is not good enough.

@guest271314 - some clients purchase campaigns and only want to reach mac users or windows users, desktop or mobile. They are checking to make sure the ad is being served to the correct audience. Also, it makes it difficult to answer you quickly when you are editing your answers so often.

Yes, by checking the users' browser. Not checking the ad. The ad cannot be displayed until they are sure it is the correct browser. Though, perhaps that would be an acceptable Answer for the users patiently waiting on a technical reason at this Question. Ads are created to generate profit. The ads are directed at users. To target the correct user, check users' browser first.
Will slow down. Though not the user you will convince, here, that the process is non-intrusive. Advertisements are created to generate profit for corporations. The advertisers are checking users' browsers. The process can be presented in an opaque and non-intrusive manner, though that is what is occurring. Effectively fingerprinting users. For profit.
@DannyMiller From perspective here, it is not shocking or surprising. Corporations exist to generate profit. That is the only purpose or "reason" for a corporations' existence. What is interesting is when the corporation does not just say that is what they are doing, without delay; or carefully crafting a massaged response. Here, the responsible party has said nothing for over two weeks, except in a comment, referenced at this Answer. Where the corporation itself should promptly provide an Answer. Even if it hurts. Trying to avoid contractual litigation?

we're not trying to be secretive in any way. it takes time to get multiple departments across three companies together at the same time
 
It is not difficult at all. Pull the scripts. Ask the user what platform they are visiting the site on "for a better user experience".
 
so, the ad server call pings the browser and serves the correct ad. Then IAS does the same to ensure we are not cheating the client.
 
Then just say that at an Answer.

You, and, or your corporate partners, are monitoring users' browsers. Simple, concise. That is what is going to occur when you visit this site.

Its not about what this user would "like to hear". Just say what you do. And stand by it. Your corporation employs techniques which check which browser the user is using, then using that retrieved data, actively attempt to sell the user goods. For profit. Users should expect that their browser will be checked for every possible object, and fingerprinted, to sell them goods in advertising campaigns.
