Is there any precedence for banning users who constantly break page design by commenting answers? stackoverflow.com/questions/66372088/…

I find it very irritating because I have called them out many times and these are VERY high rep users and they simply do not stop.

They are role modelling bad behavior to less experienced users and distracting attention from answers.
