However, the receiving end penchief may have not received it in reality, he can't accept the aircraft in his pen (the point is to provide an accurate picture of what's happening in reality)
Now the question is, how does the application handle that sort of rejection?
What if the penchief doesn't want the aircraft, but the sending penchief already filled his with others?

The point is to make it very very easy, penchiefs aren't computer savvy and they won't use it if it's to hard to use.

Once that happens, the aircraft is "relocating", "outgoing" or "scheduled for leave" or in "transit". In the other pen it is indicated as "incoming" or "en route". The pen chief of the destination can reject the aircraft, which would make it go back to the original pen?

so pen chief of source location drags plane to destination. plane changes status to "requested". pen chief of destination sees the plane in his pen under the "requested" tab or something and can confirm the relocation. status changes to "confirmed" then and the plane may take off.

if you'd model the real world your aircrafts would have to be instantiated like new AirCraft(new Turbine(new PartA(new PartB))); $aircraft->fuelUp(new Kerosine(new blah))
That's beyond the scope of the application

@Jimbo :) you wouldn't use that... you will discover that it doesn't work (probably because that wizard is made for php-fi) and even if you will be able to fix it, it uses global variables, global functions, fsockopen instead of the cushier CURL, so definitely you would create your own classes
