It's also on the news archive: news-web.php.net/php.internals/119391 and made it into my INBOX. I do not employ content-based spam filtering, though.
Externals uses the news server, so either the issue is with that or with externals itself. Best to create an issue there, I believe.

Is it possible to put a file inside a running container? I can download a file using CURL inside a container by login as -it mode. But is it possible to copy paste a local file inside it? (windows)

If you could start your container with a host volume mapped you could just use your local external filesystem to add files
docker cp is by far the easiest if you just want a couple of files though
