(I don't know anything about twilio)
but they will 100% definitely have a way to get them to send you a notification when something happens

the rv you are being passed is the slot for the return value allocated as part of the call frame, the handler isn't supposed to copy it, but copy too it - use it, in other words, then return it, or you can ignore it and return some other zval which would have the semantics shown in the reference

Both the PSRs require a separate check to see if a key defaulted on get. Personally I usually just define a NotFound class and return a new instance of it if it isnt.

I helped change over the GD image library to be object based rather than resource based, and converted a fair few warnings into exceptions.

Maybe s.o here can fix this issue that has been plaguing my server for weeks.

I have linux debian VPS running an apache2 webserver on port 80
I can visit the site from my home pc/home devices via (IPV6 only) my webbrowser just fine, via Domain works as well.

But as soon as I use for example 4G on my phone or public pc's / outside my house the site fails to load and I just get a "NETWORK UNREACHABLE ERROR". I resetet my IPTABLE and disabled/resetet UFW Firewall as well but no difference :(

@StellarEquilibrium Well, unless this VPS is reachable via the Internet then that should be expected. I'm assuming this is a VM you're running on your desktop PC, most likely only reachable via your LAN.

Via WIFI/WLAN it works fine just as it works via Ethernet on my PC since they are all connected via the router and thus the router is the point/source-ip that connects to the VPS.
On 4G/External Devices outside my router it displays the "NETWORK UNREACHABLE ERROR"

same applies to SSH btw, SSH via WLAN/WIFI/Ethernet at home works but outside/external devices outside my router display the same error
 
@StellarEquilibrium That might make sense if you're using the domain name and the domain name was recently registered or had a recent DNS change, for example. DNS propagation takes time. It wouldn't make sense if you get the same result with the IP.
What that might say is you have some firewall restricting access to that server outside of your home IP.
If you give me the domain name I can tell you with more certainty.

What about the external ethernet devices? Any Device including PCs over Ethernet encounter the same error
 
This domain only has an AAAA record registered.
Meaning any network not equiped with ipv6 support will not be able to reach this site.
That's about 60% of the Internet.

Not all networks have full public ipv6 support.
Believe it or not ipv6 adoption has been rather slow at the global scale.
