Yes because it's easier to get denied flag on rude/offensive
What's is offensive is often subjective while nc is more objective.
 
@undo What about both Rude and NC? A user posting many "obsolete" comments is just probably an old user, and a user being too chatty too often isn't doing much harm neither (I don't think a diamond should invest time for a user saying "Thanks" on each answer he finds useful). However, a user posting many rude comment warrant that attention, and a user posting many mean / non-constructive comments (snarks etc) does too
Maybe one could think about it like a rudeness score. A comment deleted as rude is 3 points, NC is 1 point. Pass 5 points and an automatic flag is cast.
 
They first need to decide if they like to catch the snark or not?
