According to buffer size, the size of PHP's output buffer is that returned from ob_get_status(), but is there any way to set it, or is it hard-coded somewhere?

@alcaeus I think I saw a PR from Jeremy to fix this? I haven't run a CI for Xdebug yet.

@Derick github.com/php/setup-php-sdk/pull/1 only modifies the docs to suggest windows-2019 for PHP 7.4 and earlier. I haven't figured out how to get vc15 installed manually on windows-2022 :\

I may have gotten something to work by pure luck (blind testing through GitHub actions). I'll make a note of it in the PR to share my homework but I don't think it will be necessary for the setup-php-sdk README.
 
It could be useful regardless?
 
Ok, I'll work it into the PR as a new README section and we can take it from there. Can always take it out if it's too much noise :)

Should I modify UPGRADING.INTERNALS in this PR? I would guess so since it modifies a ZEND_API function: github.com/php/php-src/pull/14301
Not sure how our processes work these days (and it's been a long time since I modified something that affects compat, so I don't remember well how it worked before ^_^).

@LeviMorrison The casts seem a bit unnecessary. Did you add them for clarity? Bool coerces to int fine (it's just extended). The other way is a bit more controversial, but also happens with no warning. The cast will just lead to more code churn, once the called function is adjusted to also return a bool.
