@NikiC you were right it can't hit the NULL return in serialize

Should I remove the condition altogether or?

Cause I don't think the serialization can "fail" (in the sense that it seems to me that it always manages to generate a smart string)

Only reason is that I forgot to modify the Windows tests on my file PR

So let me just fix that one, push, and I'll make a seperate branch to try to get rid of the identical ones

But why restrict it to Win only?

@MarkR, IMO that change is not bad per se, but there are some scripts which assume global variables, and as such would need to be adapted as well. Also would need to adapt github.com/php/php-src/blob/master/docs/release-process.md.

The moment some of them only differ because they use filesize and Win always has an extra byte or two >-<

Can you recommend a way in which I could incorporate the docs element as I assume I'll need to change how their templates get rolled?

I've noticed the bumpRelease scripts but am somewhat clueless about anything external
