@JerryCoffin Fun allegation: running the military pre MacNamara was allegedly cheaper than after despite having a ton of facilities they didn't need. This is because they didn't outsource practically anything. So things while not the most efficient were still cheaper and done largely at cost. Afterwards we have to pay the profit tax

@Mgetz While I'd agree with the precept (it was cheaper), I'm a lot less certain about the cause. Quite a few things have changed since McNamara, to put it mildly, and I doubt the nature of acquisitions is the only (or even necessarily primary) one that affects costs.

Oh I'm guessing there were a lot of reasons also including contractors, professional transition, and the switch to primarily contractors

Things that used to be USM are now contractors including a lot of logistics

That said the USM has also been one of the leaders in adopting newer resource saving tech too. IIRC the bases in NV and UT are all heated and cooled with geothermal
