what book would you recommend to someone who know C++ and work as a sofware enginneer but wants to learn efficient techniques from c++17 and c++20?

also worth mentioning that i'm not very experienced developer. i'm in my CS master and i work professionally for little over 1 year. now i'm starting job at company where they develop in C++17

Though the TLDR is that nobody relevant writes C++17 or C++20 books, that C++11 books are fine and that you pick the rest up from cppreference, cppcon or your peers.

is skipping 'Effective C++' and going straight to 'Effective Modern C++' good idea?

Yes. Effective C++ is outdated and teaches you outdated C++, though apparently that's mostly my opinion that others don't share.
