You're right. Why don't we sign a deal with Apple that every time someone breaks their phone and has to buy a new one we get a kickback.

Thats a dumb idea because there is no practical way to communicate with a submerged phone as electromagnetic radiation can't penetrate water.

It's kinda weird that public housing seems like a great idea but almost never works out
 
It worked in many places for example Singapore
Part of the problem in the US was that it concentrated poor people.
In places it worked, it wasn't exclusively the domain of poor people
So, like if the government built a ton of apartment complexes in SF and filled them with tech bros it would probably work out better.
