I think what you're failing to consider is:
* Cost of living?
* percentage of income going to classroom material (often quite high)
* expected out of classroom time expectations
* relative support from administration (usually extremely low)

On a slightly unrelated note, universities, especially prestigious ones seem to be able to get hands on large donations very easily.
They don't even have to beg, some formal alumni are willing to hand over large sum just because they feel it's the right thing to do.

@Mgetz I think the most wholistic perspective is looking at money in and money out. Despite putting more money in than other places, including those with higher costs of living like San Diego or Western Europe, there has been absolutely no increase in performance. Chicago is a special place when I first came there in the 90s there was a green line station that was perpetually under construction, it took them ten years to finish it.
