Yes, the CPUs and the GPU are placed on the same chip and share the same memory, although there is a factor of difference between the various designs. For example, the Xbox One's doesn't really share the memory between the two units, it partitions a special slice for graphics operations, so resources require doublets (no zero copy). Not to mention it uses a DDR3 memory interface for graphics.

There is a huge differential between the signaling clocks and the operating frequency of the memory core, which has been kept low due to physical limitations of the production process, signal degradation (improving each year that goes by). The data rate is achieved via introducing prefetch buffers, standing at 8n right now with DDR3. This in and of itself generates latency as it focuses on the notion that local data will be likely accessed.
FWIW GPU pipelines are already deeper than CPU ones
I think Core i* has something like 15-20 no? NVIDIA GPUs are around 20-24 or sth
8n prefetch buffers have been retained in both DDR4 and GDDR5 (here, additionally differential signaling has been introduced). How GDDR5 doubles its transfer rates wrt to DDR3 is that it goes double down on the notion of "probable access", think fat texture data and local processing, so it merely doubles the frequency of the column multiplexers. And then you have GPU companies bragging about memory access frequencies in the thousands, while in reality the cores are barely crossing 500 MHz.
One can imagine how the high latency affects general CPU side processing which likes to jump around on the PS4, for example.
