Well, it seems, in most cases, Java is meant to be as simple as possible, and not confuse people, and prevent bugs - for example, using an uninitialized variable. Though I have never done it myself, fall through might end up causing some bugs, thus I was surprised Java doesn't prevent it, but C# does. Or maybe C# has different reasons.
