@JerryCoffin So I've been doing some digging, looks like there's like 3 core Windows APIs for doing sound. The first is the regular *waveOut* family of functions, present since Windows 2000 (or even earlier). They have really high latency apparently, so it's not very good for fast dynamic game audio. There's kernel-level driver interfacing, which provides the fastest, least-latency driver audio output, but... it's kernel-level. Could very well break something, but it's wrapped up in ASIO4ALL.
The newer API is called CoreAudio, apparently intended to be the base by which *waveOut* and its friends are built on in Vista and above. I have no plans just yet to support Windows XP, and CoreAudio is introduced in Vista and above. MMDevice is another API, but I don't know when ti was introduced and why it was even introduced in the first place...
Yes, if you want low-latency, ASIO is probably the cleanest way to go. And yes, if memory serves WaveOut goes back to (at least) Windows 3.0.

At least if memory serves, MMDevice was Microsoft's answer to ASIO. I believe ASIO was invented by one of the DAW vendors.

So my three choices are Kernel-Level Audio (as close to the metal as I can get), CoreAudio (With MMDevice and friends), OR ASIO4ALL (not just ASIO, because that's only supported by Professional Sound Cards and thus is unsuitable. ASIO4ALL, however, is built on the Kernel-Level Audio drivers and simulates ASIO functionality).
Thinking on it, I think I can achieve fairly good performance and accomplish what I need with CoreAudio.

Alright, so. Let's try this again: the choices are CoreAudio or XAudio2. DirectSound is not an option. XAudio2 is supposed to be for games and provides DSP. I'm going to just use XAudio2 since it's apparently a system-level component and comes with Windows 8 by default now in the Windows 8 SDK.
If/when it breaks, I will use something else.
Like CoreAudio.

had to make a new p/pkp with putty. ftp my new public key to a work server and my current private, then ssh to that server. from there scp the public key to home, ssh to home, copy the public key into the dod-dad file for them, edit that file as putty likes to put a load of shit in the key file, so simply cat publickey >> keys didn't work. then FINALLY I could log in from work...
