some of the more insidious spammers copy/paste content with keywords which seem pertinent, this might be one of those -- it really doesn't seem to attempt to answer the actual question at all

@PetterFriberg "reasonable doubt" makes sense when you are the judge and you want to avoid putting someone in prison who shouldn't be. Deleting a post which is not adding value is harmless and reversible, and spammers are doing their utmost to exploit any loophole you will allow them.
 
Spam flag is pretty heavy, I can't see why not editing the post, telling users to not do it is the correct action in this case...
if users roll-back, post another post, the url is present in other spam post then ok... no sense.
