You need to ask yourself: (1) if no action was taken, what flag would be appropriate? (2) What can be done without moderator involvement, and (3) if I can take actions without a moderator, is there still something the moderators should know about?

What that convo about an offensive flag?
 
The benefit for us, in this room, of knowing the review link was that when we identified questions that we felt deserved a cv, we could skip into the review and have our activity monitored by Closey. That's hardly a prime use case for SO in general. Another possibly good reason would be to "leave open" questions that had been edited after they'd entered review.

though I guess he's probably generally more critical towards mod flags
