If it is from a user that has rep, it was probably just a cat walking across a keyboard and you should just use a VLQ flag, new user with no rep, use the abusive flag.

Abuse of the system has to be intentional. Gibberish isn't necessarily abuse, if it is accidental then it is just VLQ.

Anyways, it is pretty obvious if it is intentional or accidental by looking at the consistency of characters, the account age and rep. If it seems to be intentional, flag it as abusive, if it is coming from an established user and has no consistency, give the user the benefit of the doubt and flag as VLQ.
