I was as dumb as a brick. When you are on a page and it is enabled, you will notice the icon changes for TM
that means that TM has determined that thru IFRAME inspection, that that page qualifies
So right now my TM icon shows two white dots
if I go to a question that I want to CV, it will change to a red 1
which means that 1 script is installed and enabled and qualifies
 
oh so you mean I can enable it page by page? So it can be that TM is enabled in a tab and not in another?
 
and that JS script places another little cute link down there by the edit blah blah links directly under the question
you do not enable it page by page, rather you just install it and enable it
let me send u a screen shot may take a minute or 3

assuming you have saved the script properly (not I gave a pastie to exactly what mine is)
then here is the work flow
find a question you want to vote
 
Step1: close it the normal way you would with close link
Step2: alert the room by clicking cv-pls, and simply typing something like "UNCLEAR" or "POB" = primarily opinion based. That is it. It gets posted to the room
