How to know which language fit for a system/design pattern or not? Just like a speech I usually hear that "In a big system website, JSP is faster than ASP and PHP".

I cannot check if it is right or wrong (I have to create a big system?).

And how can I know it is true or not when I donot know about the language they said? Such as: Python is faster in data processing than PHP. And I do not know Python.
